Creek Crossing

We have a 'battleaxe' block of land and it is situated behind a 15 acre property.  For access from the main road we have a 300 metre long x 10 metre wide strip that runs down beside the front property and across a creek that runs parallel to our front boundary.  We plan to build a bridge across the creek but first we had to excavate hundreds of tons of rock on one side as the creek bank was much higher than the other side.  Hundreds of tonnes excavated rock and clay were trucked around the other side, via a fire trail, for use on the 300 metre long internal 'road' to the house. 

I need to obtain official permission from the relevant authorities to 'bridge' the creek.

Our bridge will need to be 18 metres long and we finally found one to do the job.  The bridge in the photos above is 18 metres long and only 12 months old (2009).  Now I'm looking for an engineer to design a crossing, including footings and water flow predictions.
